If you have used the Ubuntu Desktop preinstalled image or installed a graphical environment on a Linux system, with the graphical target configured in systemd or the equivalent runlevel 5 in init, the emergency console will open on the virtual terminal configured by default for the graphical environment.
Therefore, if you want to use multi-user mode or runlevel 2 in init, you can switch tty by pressing ALT plus the function key with the number corresponding to the virtual terminal.
For example, most graphical environments are usually configured on virtual terminal seven or directly on terminal one, leaving the rest in multi-user mode. So, if you want to switch the virtual terminal to "text" mode, simply press ALT+F2 in the emergency console.
If you want to learn more about targets in systemd, you can review the official Red Hat documentation in Chapter 15. Working with systemd targets.
